The County Administrator works directly with the Board of Commissioners to provide support with the policy development process, annual and capital budgets, guiding County department operations, and short- and long-term planning. The Administrator assumes other roles as needed and serves on, or advises, various boards and authorities.
Message from the Administrator
As a native of Emanuel County, I am proud and honored to serve the citizens of my home community. I have a passion for local government, especially rural local government. I have committed my entire career to being a voice for rural Georgia and helping to shine a light on the many advantages, positives attributes and quality of life that can be found in rural communities. Emanuel County, in particular, is a great community, because of the many organizations and distinct advantages that our community has such as East Georgia State College, Southeastern Technical College, George L. Smith State Park, Ohoopee Dunes Wildlife Management Area, I-16 Corridor, Four Lane US Hwy 1, US Hwy 80, Close Proximity to the Port of Savannah, Cultural and Recreational Opportunities, Swainsboro-Emanuel County Airport, Natural Areas, and Much More. Emanuel County has long been “The Place to Grow,” and I look forward to continuing to advance our community.
L. Guy Singletary Background
Professional Experience: Guy has been the County Administrator for Emanuel County since 2016. Prior to becoming the Emanuel County Administrator, he spent seven years serving as the County Administrator for Johnson County. Guy serves on various boards locally and across the state and has served as the President of the Georgia Association of County Mangers and Administrators. Guy is an ICMA-Credentialed Managers, which is a distinction that is only held by a few County Administrators in the State of Georgia.
Civic and Community: Guy is a member of the Swainsboro First United Methodist Church, Swainsboro Rotary Club, Pine Tree Festival Foundation, and the East Georgia State College Foundation.
Education: Guy holds an Associate Degree in Business from East Georgia State College, a Bachelor’s Degree in Business Education from the University of Georgia, and a Master’s Degree in Public Administration from Valdosta State University.
