The Emanuel County Commissioners are soliciting sealed proposals for the lease purchase of ten (10) motor graders for FY 2026. Specifications for the equipment are detailed within this Request for Proposal (RFP).

The anticipated Schedule for the RFP is as follows:

One (1) original and five (5) copies of the completed and signed submittal must be received Wednesday, February 11, 2026 at 4:30 PM EST. The Proposal must be submitted in a sealed envelope with the following stated on the outside: the vendor's name, address, the project name (2026 Emanuel County Motor graders). The address to which that envelope should be submitted is:

All hand-delivered copies must be delivered to the above address only between the hours of 8:30 AM and 4:30 PM EST, Monday through Friday, excluding holidays observed by the Emanuel County Government. 

Vendors are responsible for informing any commercial delivery service, if used, of all delivery requirements and for ensuring that the required address information appears on the outer packaging used by such service.

Emanuel County Commissioners and Pope Construction Company, Inc. will receive bids for Connie Thompson Kight recreation building renovations and additions, Emanuel County Recreation Department swimming pool, and Ronnie Womack Softball Complex renovations until August 14, 2025 at 2 PM Eastern Standard Time (EST).

Plans, specifications and addenda will be available at no cost at on Pope Construction's website. Subcontractor registration is required prior to accessing plans.

A pre-bid meeting will be held at the project site (632 McLeod Bridge Road, Swainsboro, GA 30401) on August 7, 2025 at 9 AM EST to discuss the project and introduce the project team. It is the proposer’s responsibility to check for and acknowledge all addenda prior to submission of bids.

Emanuel County is soliciting proposals for pest control services provided at 45 spaces. Specifications for this service contract are detailed within a prepared Request for Proposal (RFP). A mandatory prebid meeting will take place Monday, April 14, at 8:30 AM at the board of commissioners' office (124 North Main Street, Swainsboro, GA 30401). Optional tours will begin an hour later at 9:30 AM.

Inquiries are due to the superintendent by April 22, and the bid deadline is May 8 by 3 PM. One original and 5 copies must be submitted. Bids will be opened at 3:15 PM sharp.

The Emanuel County Government is soliciting SEALED proposals for the purchase of two fire engines. Specifications for the equipment are detailed within the full Request For Proposal (RFP) packet that can be requested in the commissioners' office at 124 North Main Street, Swainsboro, GA 30401. The Emanuel County Board of Commissioners is accepting proposals from qualified auctioneering firms for the online auction of the Mitchell Building, located at 101 S. Main Street, Swainsboro, GA 30401 (Parcel ID: S25 033).

The selected firm must meet minimum qualifications and have experience auctioning similar properties. Proposals will be evaluated based on qualifications and commission percentage.

Submission Deadline: March 26, 2025, at 9:00 AM
