Emanuel County thrives on the dedication of its people, both those it serves and those who serve it. Human resources (HR) is where this connection comes full circle. Led by Rhonda Scarboro, this county department is committed to supporting a diverse and talented workforce to serve the community effectively.

One of HR's primary functions is managing personnel. This comprehensive task begins with a joint effort between Rhonda and department heads to administer various required pre-employment tasks for new hires, like ordering drug screens and background checks, authenticating applicants' identities and employment eligibility through E-Verify, and completing onboarding paperwork.

That umbrella of responsibility expands to include the administration of a wide range of HR programs for current employees, including: health insurance, retirement plans, competitive wages, leave time, and compensation. Human resources also provides employees with important resources like the county's personnel policy, safety statement, tax withholding forms, and more.

Another critical component of the HR department is serving as the backbone for the county government's professional and moral standards in the workplace by monitoring and ensuring compliance with local policies and procedures as well as state and federal employment laws and regulations. As an extension of that, HR provides counsel, support, and recordkeeping in scenarios that necessitate documentation like grievances/complaint files, performance evaluations and corrective action plans, disputes and investigations, disciplinary matters, and termination. Also in the vein of employee records, HR maintains a complete and accurate log of all county personnel's training and certifications.

The HR department is tasked with executing payroll as well. To do so, HR works as a liaison to the county administrator, the finance department, and department heads to track how many vacancies exist within the county government, which, in turn, helps with budgeting.
