Stuart Bowen has been the technology director for Emanuel County since 2014.
He started his career in information technology in 1985 when he was hired as the night processing operator at the Citizens Bank of Swainsboro.
In 1987, he was promoted to data processing manager, where he was responsible for the transition from the NCR to the IBM system
Stuart joined Tailored Business Systems, an IBM business partner, in 1988 as a maintenance programmer. He held positions in programming, support, training, and installations. While head of installations, he received his System Expert Certification from IBM, which is the highest certification for the iSeries Server line.
In 2005, Stuart accepted a position with Total Technology Group as senior technology consultant, where he developed the county and municipal governmental business.
After one year, he was made a partner in the firm.
In 2013, after working for 25 years in the Atlanta area, he sold his interest in the business and returned to Emanuel County full-time.
