Like the nervous system keeping the human body in tune, the information technology (IT) team ensures every department of the Emanuel County government stays online and seamlessly connected—literally. Established in 2014 and led by Stuart Bowen and his son, Vance, this duo of professionals leverage internet solutions to enhance efficiency, improve service delivery, and drive innovation countywide.
Their mission is to provide reliable, secure, and state-of-the-art IT solutions to support the diverse needs of various departments and serve the community with excellence. From managing network infrastructure to implementing cutting-edge software solutions, the IT team strives to stay at the forefront of technology to meet the evolving demands of modern governance.
As the county's trusted technology leaders, Stuart and Vance offer a wide range of services, including technical support, 24/7 system maintenance, cybersecurity measures, and strategic IT planning.
The significance of their contributions to the county government is best exemplified by a single achievement: an extensive overhaul of the emergency communications system. Previously hindered by an outdated system, the county government and its departments involved in emergency response situations faced challenges in effectively communicating with agencies from neighboring areas providing mutual aid. Through collaborative efforts with the county commissioners, administrative office staff, and public safety officials, the IT department identified the necessary improvements and assisted in the planning of a solution.
The culmination of these efforts is the implementation of the county's most ambitious project to date, a $9 million initiative aimed at transitioning from an analog to a digital radio system. This undertaking includes the deployment of new radios, a server upgrade, and the erection of additional communication towers. To ensure the system's reliability and functionality, the IT team traveled to Chicago, where they observed the assembly and testing of the new system firsthand. Thanks to a successful test launch, preparations are underway to bring the system online within the county. That should happen sometime in 2025
This transformative project alone demonstrates just how far the IT department's contributions have propelled the county in a remarkably short period. As they continue to innovate and implement new technologies, the future looks promising with enhanced connectivity, improved service delivery, and streamlined operations.
