Recreation Authority

The Twin City-Emanuel County Recreation Authority (TC-ECRA), created in 2017, is now the only recreation authority in the county, following the dissolution of the Swainsboro-Emanuel County Recreation Authority when the county took full control of recreational operations. TC-ECRA’s mission is to ensure Twin City and its surrounding communities have access to quality recreational activities.

The authority is responsible for setting the direction and goals of the recreation department with the City of Twin City managing day-to-day operations and serving as the fiscal agent. Funding is split equally between the city and the county, with the county’s contributions focused on capital expenditures, capped at $25,000 annually. Any additional funding requests require approval from the county board of commissioners.

TC-ECRA consists of 7 members who serve in 1-year terms and meet quarterly.
