Finance Department

The Emanuel County Finance Department, under the leadership of Cliff Gay, plays a vital role in ensuring transparent, responsible management of the county's financial resources. Its mission is two-fold: to be thorough, dependable overseers of all incoming and outgoing county dollars and to support the delivery of essential services.

To achieve these goals, the finance department works with the county's elected officials, county administrator, and department heads to empower sound financial decisions that benefit citizens and county stakeholders.

Some of the department's major responsibilities include: collecting, monitoring, analyzing, and presenting financial data such as outstanding bonded indebtedness, capital projects, grants, and other general ledger activities.

Developing and monitoring the annual budget, processing cash receipts and all pay requests, preparing the annual comprehensive financial report, investment of cash resources, processing payroll, and drafting policies related to county monetary matters also fall under the jurisdiction of the finance department.

The county's budget cycle is aligned with its fiscal year (FY), which runs from October 1 to September 30. The State of Georgia requires all local governments, including the County of Emanuel, to submit annual financial statements to the state auditor. Thus, Emanuel County's finances are audited every year by the independent Bellevue Firm. The FY23 audit was completed in 20__, and as for the last XX years, our audit returned clean.
