Cindy Delgado

Cindy Delgado serves as the Emanuel County solicitor, a role she was initially appointed to by Governor Brian Kemp in July 2023. She qualified unopposed for the May 2024 primary, and her first full elected term will begin in January 2025. In Emanuel County, the solicitor’s position is part-time, meaning Cindy can also maintain a private law practice. However, under Georgia law, she cannot represent defendants in criminal cases within her state court or handle cases that fall under her duties as solicitor.

Cindy is a general practitioner at J. Kendall Gross, P.C. in Metter, where she primarily focuses on criminal defense and family law. Her practice experience also includes general civil litigation, local government representation, real estate transactions, and estate planning. She has represented clients in cases before the U.S. District Court for the Southern District of Georgia and the Bankruptcy Court for the Southern District.

A native of Reidsville, Cindy graduated from Tattnall County High School in 2010. She earned an associate degree in political science from East Georgia State College in 2012, followed by a bachelor’s degree in the same major from the University of Georgia in 2014. Cindy then attended Mercer University’s Walter F. George School of Law, where she earned her Juris Doctor (J.D.) in 2017.

Cindy has a long history in the legal field, beginning her career as a legal assistant for Cheney & Cheney, P.C. in Reidsville from 2007 to 2012. She gained further experience as a legal assistant for Hugh J. McCullough, P.C. in Glennville in 2014 and as a paralegal intern for Georgia Legal Services Program in Macon during the summer of 2015. Cindy has been with Kendall Gross’s office as an associate since May 2017.
